Major geopolitical and economic trends are driving a more secure and reliable approach to the question of how people identify themselves and cross international borders. 

 

Personal identity theft, a growing problem, is becoming easier and more lucrative for criminals and harder for the authorities to detect. Society faces threats to its security from multiple terrorist groups rather than the single, easily identifiable enemy of the Cold War years. These groups are sophisticated in their use of technology and increasingly, are linking up with organised crime to obtain funds. 

 

Partially in response to these threats, international bodies are setting standards that introduce high-tech methods of identity management. The International Civil Aviation Authority (ICAO) and the European Union, for example, have set new standards for the inclusion of biometric information in passports. National governments are looking to introduce or enhance identity card programmes. 

 

Whilst there is a greater need to identify people more accurately and reliably, there’s also a need to do it more frequently. The growth in international trade, air travel and even the size of airliners will mean bottlenecks at international borders unless action is taken to streamline the processes of identification and authentication. 

 

Finally, alongside these trends are pressures from the media and public to respond both to the security threat and the need for freedom of movement in a way that does not curtail personal liberty. The challenge for governments and businesses is therefore to find solutions that can achieve this.
