Logica, as a major services integrator within Public Sector, is playing a leading role in enabling improvements which are increasing performance and reducing costs.
For example, under a 10-year outsource for the CPS we have not only provided IT services to all 9000 staff but have also helped the CPS improve the way criminal cases are managed through the delivery of a case management service throughout England & Wales.
We have also been instrumental in the development of CJ Know-How, a secure web-based performance management system that supports the Criminal Justice System in delivering an improved service to the public in England and Wales.
More recently, we have been awarded the contract to design, build, deliver and operate the Police National Database which will help to make the public safer by improving the ability of the Police Service to share operational information.
For the Ministry of Justice, under an applications outsource, we have consolidated many applications from their original providers onto a virtualised environment. This provides both significant cost benefit and a significant saving in CO2 emissions thanks to the use of fewer more powerful servers.
Justice
There is a real need within this area to continue to drive the ‘joined up justice’ agenda to facilitate the effective and efficient delivery of justice. Historically, significant improvements have been made in the ability to pass electronic case information through the system; these, however, have led to a degree of duplication of data within the system.
Logica’s approach is to enable the relevant parts of the organisation to move to an information-sharing regime where information is only held once but may be used by many stakeholders as long as they have a right to that information, and to move towards the realisation of an Electronic Case file. This will increase the effectiveness of the process through availability of case information which is correct, consistent and coherent. For example, holding the case file electronically will provide flexibility as to where the case can be heard and holding the information only once will reduce data errors and delays in the process.
The cost-effective sharing of information not only improves efficiency, it also can enable significant reductions in costs. Logica’s approach offers other potential savings as well. We believe that in many cases, an analysis of the way existing facilities, services and infrastructures are used can lead to intelligent rationalisation and repurposing leading to cost reduction.
We are also the only provider of outsourced payroll services approved by an Buying Solutions Framework Agreement.
Under the umbrella of Services Integration, outsourcing with Logica can introduce new efficiencies into a department, free staff from routine tasks and enable better information sharing with HR.
Home Affairs
The Home Office is now split into Delivery Agencies and Delivery Groups focused primarily on establishing identity and entitlement, whether that be as part of Border Control, issuing of Passports or Identity Cards or as an underlying check to establish entitlement.
As part of the Vetting and Barring Scheme, Logica is providing the ICT support for the Independent Safeguarding Authority (ISA) and for the Criminal Records Bureau where it interacts with the ISA. This new scheme, created in response to the recommendations by the Bichard Inquiry, will be integral to vetting individuals working with children and vulnerable adults. The ISA will use information from the system to make consistent, efficient and transparent decisions about individuals employed to work with these vulnerable groups of society.
As with the work being carried out on the Police National Database, the establishment of identity and the correct attribution of information lie at the heart of the project. The experience that we have gained through this, added to our existing expertise, puts us in an excellent position to design, build, implement and support future identity-based solutions
