Road pricing & tolling

 

Logica has an outstanding international track record on road pricing and tolling. We design, build and operate end to end road pricing and tolling solutions.

Our back office systems support charging and revenue collection that is truly scalable: robust and reliable enough to handle the huge volumes of data involved, and clearing transactions from multiple payment channels. Logica has worked extensively on total system evaluation, validation, design, implementation and operation.

Free-flow road tolling has emerged in recent years as one of the most promising means of reducing congestion and encouraging modal switch and we have put in place many of the pioneering systems.

In Europe, we are involved in feasibility studies for systems which use satellite-based positioning and roadside beacons in conjunction with onboard units in individual trucks. These units track journey data and periodically send that data to a central processing service, which generates billing for users.

In Holland we have also worked on distance based road charging schemes applicable for all vehicles.  The rates per kilometre are variable dependant upon time of day and location.   Data can be carried over the wireless cellular network or via satellite systems and once in the system the data can be processed for many different charging regimes. Number plate recognition is a proven technology that can back up data from the in-vehicle equipment, providing robust evidence that a journey was made.

Enforcement is the key to success of ITS in road charging, tolling, ticketing and road traffic management. For each, a different technology may be used ranging from digital cameras with image recognition, to revenue analysis systems that can identify fraud or bad practice.

We are members of the EU/ERTICO road charging interoperability (RCI) project, working on the technical validation of demonstration projects which show an integrated framework for road charging interoperability. Our understanding of the different telemetry, telecommunication and back office technologies required to make road pricing systems work reliably means that we can help clients to develop systems fit for purpose, and fit for the next generation.
